SmartCommunities: Project Workplan Phase I

The International Center for Communications at San Diego State University will administer the project and coordinate completion of the project tasks by all participants. Generally, the scope of work will fall within four task areas: situation analysis, community outreach, guidebook, and dissemination of results. Listed below are the tasks outlined in more detail. As work progresses in a task area, links will be created that will lead to status/results pages.


1.0 Situation Analysis

1.1 Literature Review

1.1.1 Conduct on-line searches and identify resources, databases, and existing inventories.
1.1.2 Identify and review white papers, legislation, etc.
1.1.3 Review funded SmartCommunities(TM) projects (Federal, States, foundations, private sector).
1.1.3 Summarize, report and make report available through the World Wide Web.

1.2 Inventory

1.2.1 Set up criteria and select representative models (local, regional, state, national and international).
1.2.2 Conduct interviews/surveys with technical project managers of model projects.
1.2.3 Summarize, report and make report available through the World Wide Web.

1.3 Analysis of Situation

1.3.1 Assess aspects of SmartCommunities(TM) (Individuals' needs, tools, technical infrastructure, and instutional infrastructure).
1.3.2 Coordinate with Caltrans TDM strategies.
1.3.3 Find value of smart communities for California.
1.3.4 Summarize, report and make report available through the World Wide Web.



2.0 Community Outreach

2.1 Chula Vista Project Plan

2.2 Needs Assessment

2.2.1 Public workshops.
2.2.2 Scenario-building workshops.
2.2.3 Council Visioning workshops.

2.3 Evaluate Community Response

2.3.1 Address technical issues and feasibility.
2.3.2 Address economic feasibilty.
2.3.3 Address local public policy issues.
2.3.4 Address estimated public mobility benefit.

2.4 Prepare financing strategy and implentation recommendations for submittal to City Council.

2.5 Summarize, report and make report available through the World Wide Web.


3.0 Guidebook

3.1 Review and Comment of How-to Guide

3.1.1 Circulate guidebook to appropriate reviewers, soliciting input.
3.1.2 Revise guidebook as warranted.


4.0 Dissemination of Results

4.1 Prepare Final Report

4.1.1 Circulate draft document to approprate reviewers for input and submit to Caltrans for review and comment.
4.1.2 Make changes as necessary and create final report.

4.2 Dissemination Methods

4.2.1Announce project results at conference(s).
4.2.2 Prepare video or other non-interactive meads of widespread documentation.
4.2.3 Prepare CD/ROM or other interactive means of widespreade documentation.
