  • A.  Introduction and Overview  What is a “smart community” and why and how should you become involved in building one?  This section reviews the challenges and opportunity discussed in the introductory volume, Smart Communities Guidebook, defines what a smart community is, and describes how individuals might become involved in building a smart community.
  • B.  Planning a Smart Community  How do you go about planning the smart community project? This section introduces the four dimensions of smart community transformationkey individuals, tools, technical infrastructure and institutional infrastructure. In that context, a checklist of questions is provided to use in assessing a community’s readiness to become “smart”.
  • C.  Assembling & Organizing the Players  Who should be involved, and how do you get them involved? The four sub-sections here describe how to develop an outreach program, create strategic partnerships, work with community leadership, manage volunteers, and tailor the right organizational structure to fit.
  • D.  Assessing Community Needs Each smart community uses technology in a unique way to solve community problems and meet community needs. How will you find out what the community wants and needs? This section identifies two different approaches, and describes techniques for carrying out a needs assessment.
  • E.  Determining the “Personality” of the Smart Community   What type of image do you want your smart community have, and how will you develop it? This section outlines aspects of Smart Community “personality,” and helps provide a framework for constructing that personality.
  • F.  Finding Resources and Funding What resources will you need to build the smart community, and where will you obtain these? This section recommends some budgeting processes that address cash and resource budgeting, and describes some successful techniques used by existing smart community projects to identify and acquire resources and funding.
  • G.  Planning for Sustainability  How can you plan for sustainability of smart community projects, and how can such projects can themselves contribute to sustainable communities? After funding the start-up activities, the next issue is how to fund the ongoing operations of the Smart Community.  This section addresses two interconnected aspects of sustainabilityhow to plan for sustainability of Smart Community projects, and how such projects can themselves contribute to sustainable communities.
  • H.  Figuring Out the Technology  As you will learn in reviewing this document, technology is only a tool or a means for achieving a smart community. However, some understanding of technical design issues, ways of providing community access, and of the networking technologies themselves will prove helpful in building the Smart Community, and this section focuses on these.
  • I.  Implementing the Smart Community How do you ensure that you and all of the community partners can successfully carry out the smart community construction?  This section describes some of the keys to successful implementation, including mission/vision statements, statements of principles and values, strategies, strategic policies, goals and objectives, and most importantly, evaluation programs.
  • J.  Developing Policies This section reviews some of the policy issues about which a smart community needs to be thoughtful over the middle- to long-term. Three categories of policies are included: how smart community planning and development can be integrated into the development of General Plans; development of telecommunications policies and related legislation; and internal policies for operation of the smart community.
