SmartCommunities(TM): Project Description Phase I
Phase II

Through a contract with Caltrans, a project has begun to develop a framework for SMARTCommunities(TM) that will blend community telecommunications networks and distributed settings throughout such communities for the remote delivery of services, telework, distance -learning, telehealth, telecommerce and other applications of the electronic highway alternative.

The International Center for Communications at San Diego State University is leading a team of researchers from SDSU's School of Communications, the University of California-Davis, and the Center for the New West to design and test a process whereby interested communities can work with Caltrans and its regional partners to become SMARTCommunities(TM). A guidebook will be developed for use by communities throughout the state.

The City of Chula Vista, California is serving as a working model, beginning with a hands - on community outreach effort that will explore the vision, needs and demand for on-line services for residents and business and the mobility benefits gained therefrom. Conceptually, the outreach effort is the basis for Chula Vista's city-wide on-line community network that provides:

  • access to public information (example )
  • interactivity between the city's residents/customers and city departments for various items such as permitting, paying fees, etc. (example)
  • greater community participation in public policy issues (example)
  • accommodation of mobility demand via the information highway

The SMARTCommunities(TM) project is a 43-week endeavor, commencing on September 5, 1995 and concluding on June 26, 1996.
