The Smart Communities Implementation Guidebook discusses how an area can start the process of becoming a Smart Community and how you can prepare your people and your community to better deal with the increasing economic and social challenges that will confront you in the coming years. This on-line resource produced out of efforts spearheaded by the California Department of Transportation (Caltrans) is available in HTML format.

The Smart Communities Implementation Guidebook is also available in PDF format (2.5MB) or Microsoft Word format for printing purposes. NOTE: Because the hardcopy version of the Guidebook is printed in a horizontal layout, the pages will appear "sideways" in your PDF reader. This vertical format is not an error but rather is provided to ensure proper printing of the document. To view the document on screen, brows the HTML version the Implementation Guide.
